The Cobra Effect: How an Attempt to Solve an Unsolvable Problem Made Things Worse


The term "Cobra Effect" refers to the situation where an intervention aimed at solving an intractable problem ends up making the problem even more complex than before.

This term has its origins in a fascinating historical event. After the British colonized India with the aim of exploitation, they famously adopted the title of the "Empire on which the Sun never sets" and began using India, a vast country, as a colony.

India, as known, is home to a diverse range of wildlife, including highly venomous snakes such as the king cobra, amidst its tropical vegetation. When British soldiers first occupied the region, many of them died from snakebites because they were unfamiliar with these snakes and didn't know how to defend against them.

In response to these casualties, the British devised an interesting solution to avoid further losses. They offered a bounty for each poisonous cobra snake killed and turned in by the locals.

The Indians embraced this campaign enthusiastically, capturing a large number of cobra snakes initially. In fact, they nearly drove the cobras to the brink of extinction. However, some opportunistic individuals among the Indians decided to turn this into a business. They began breeding cobras in farms and started profiting from the venture by supplying the snakes to the British, who paid one sterling pound per snake.

Over time, the British government noticed that a substantial amount of money was being drained from its treasury due to the bounties. Consequently, they discontinued the snake bounty program. When the public heard that they were no longer being paid for killed snakes, they became upset. As a result, the individuals who had been breeding the cobras in farms released them into the wild, causing an even greater proliferation of venomous cobra snakes than before.

The term "Cobra Effect" has its origins in this historical incident, where an intervention led to a greater number of cobras than in the initial situation. This event has become a part of the literature.
